SITUATION ON THE LABOR MARKET ON THE TERRITORY OF THE CITY
(EXCERPT FROM THE ACTION PLAN OF EMPLOYMENT OF THE CITY OF NOVI SAD FOR 2020, the entire document in “ The Official Journal of the City of Novi Sad", No. 1/2020, 3/2020 and 11/2020)

The total number of the unemployed on the territory of the City on 31st October 2019 included 12,289 persons. Based on the analysis of key segments of unemployment for the Novi Sad Branch Office in the observation period from October 2018 to October 2019 for the City of Novi Sad, the number of the unemployed decreased by 15.57%.

Deficient occupations are: computer scientists, especially programmers, welders, butchers, hairdressers, certified accountants, graduate pharmacists who have passed the professional exam, rebar fixers, carpenters, graduate special educators, social workers and geodetic engineers, specialist doctors, mechanical and electrical engineers, teachers of mathematics and physics.

Surplus occupations are: legal, agricultural and economic technicians, high school graduates, law graduates, tourism graduates, tourism technicians, cultural professions, chemical technicians, teachers of Serbian language and literature, classroom teachers.

On the territory of the City, the highest number of 3,897 is of persons with the fourth level of education, following with 3,171 persons with the seventh level of education and 1,823 persons with the first level of education. The number of persons on the register who have been waiting for a job for more than 24 months is 5,614 persons, which is 45.68% of the total number registered in the City.

The analysis of labor market trends indicates the need to intensify activities in order to improve the position of the categories of hard-to-employ persons, especially young, elderly and redundant employees, Roma and persons with disabilities.

Resolving redundancies is realized within the framework of forecasting the expected redundancy in the labor market, proposing measures for resolving redundancies in the process of drafting the Program for resolving redundancies, informing persons declared redundant about their employment status, as well as the rights they can exercise within the records of the National Employment Service and opportunities for new employment and self-employment.

Additional training and education - by joining additional education and training programs, the unemployed get the opportunity to acquire new knowledge and thus increase their opportunities in finding a job. As there is a great interest of the unemployed, and funds are significantly lacking, additional trainings would be very useful for the unemployed and for employers looking for more modern knowledge.

The goal of the City's employment policy is to establish a stable and sustainable trend of employment growth through the creation of new jobs, support for the development of entrepreneurship and encouragement of youth employment. In addition to the National Employment Service, on the territory of the City, jobs related to the employment boosting are also performed by the City Administration for Economy.

In accordance with the Law, and at the proposal of the Employment Council, the Mayor adopted the Programs of Active Employment Policy of the City of Novi Sad for 2007, 2008 and 2009, and for 2010, 2011, 2012, 2013, 2014, 2015, 2016, 2017, 2018 and 2019 Employment Action Plans. In the period from 2010 to 2019, the City set aside a total of 1,190,575,900.00 dinars for the implementation of active employment policy measures, for the employment of 3,364 people and for the training of 2,351 people. Out of that, 459 people were employed in 2018 (of that number, 120 people were on professional practice).
